And he did not rule out a legal challenge to the vote in Nhulunbuy.
“With the completion of counting in the remaining seats in doubt, Labor can now claim victory in Braitling and Katherine,” Mr Gunner said.
“I congratulate the new members of our team, Dale Wakefield in Braitling and Sandra Nelson in Katherine.
“I now know the full team that will help me govern the Territory for next four years.
“I will also work constructively with every member of the parliament, regardless of their political affiliation.
“Unfortunately, Lynne Walker and Labor have fallen seven votes short in the seat of Nhulunbuy.
“This is obviously a hard time for Lynne and her family, particularly having had to wait almost two weeks for this result.
“I want to pay tribute to Lynne’s tireless work for her community and as my Deputy Leader. Labor’s election success is in no small part the result of her work ethic, passion and integrity.
“I also commit to working constructively with Yingiya Mark Guyula, for the benefit of the people of Nhulunbuy.
“The Labor Party is currently considering legal options regarding the result in Nhulunbuy and will make an announcement in due course.”
The Labor Caucus will meet for the first time on Sunday, at which time a full cabinet and Deputy Leader will be elected.
