Police said the young women, aged 20 and 26, were sleeping in their vehicle at the centre after their car broke down.
Police allege that one of the women was raped by both youths and the other woman was physically assaulted.
Police said they arrested one of the youths on October 4 and the other the next day.
Both of the alleged offenders are under the age of 18.
“The assault woke the pair, triggering the offender to flee the area,” Sen.-Constable First Class Brendan McLinden told Katherine Times earlier this year.
“They later found an amount of fuel had been siphoned from their vehicle and a jerry can was stolen.”
The alleged assaults occurred in the early hours of August 14.
Police have released few additional details other than to offer warnings to other visitors thinking of sleeping in unsecured areas.
“Be aware of your surroundings and take necessary precautions,” a police spokesman said.
