Treasurer Nicole Manison said: "Budget 19 puts Territorians first by investing in creating local jobs, delivering a safer Territory and driving generational change.
"Our Government understands that the Territory's economic, social and budget challenges must be tackled together - you can't fix one if you ignore the others.
"Only a Labor Government will invest in creating local jobs, delivering a safer Territory and driving generational change - the CLP will slash and burn and cut. They did it before and will do it again.
"While big challenges remain, Budget 19 shows that the Territory Labor Government's plans are beginning to work and the economy is starting to improve after a tough few years.
"Budget 19 invests to keep driving that economic improvement by putting Territorian first with the most generous homebuyer assistance in the country, support for families to manage the cost of childcare, education and sports, support for senior and subsidies to keep saving Territory families $1200 a year off their power bills.
"It features serious investment in creating local jobs through another big infrastructure spending, a new skills training package, funding to drive private investment and money for Turbo Charging Tourism two.
"It investment in safer communities by funding in more police and resources to tackle anti-social behaviour and alcohol-fuelled crime plus extra programs and infrastructure to teach young offenders consequences and get them on a better path and away from a life of crime.
"And it invests in generational change through better remote housing, education and health because that is good for every Territorian."
