Police reinforcements were sent to the community after reports of large groups of people fighting on Monday afternoon, some armed with cross bows and other weapons.
A 51-year-old woman was struck by an arrow from a cross bow, which penetrated her arm and the side of her chest.
She was transported by CareFlight to Darwin for medical treatment.
The 18-year old and 16-year old are in police custody, pending further investigations by detectives at Numbulwar.
Additional police resources were deployed to the community and no further violence has occurred, police said.
Police are continuing their investigation into the fighting.
