It is widely tipped the borders will re-open in mid-July - possibly July 20.
South Australia will open its borders on July 20.
Queensland's borders look set to open on July 10.
The NT's three week school holidays begin on June 27 and first day back at school is July 20.
Speaking on radio this morning, Mr Gunner said he would stick to his promise of giving 30 days notice before the borders would open.
He intended to provide his "first assessment" on Friday.
"At the moment it is looking good," Mr Gunner said about the drop in new coronavirus cases in southern states, particularly as a result of mass gatherings.
"I am gaining confidence.
"Hopefully with confidence we will be able to give that date very soon."
He agreed July 20 was the likely option "on current advice".
