Foster and Kinship Carer Excellence Awards have been held in eight locations across the Territory, with more than 140 nominations received.
The awards highlight the important role and contribution foster carers, support staff, young people and NGOs make to support vulnerable children in out-of-home care.
The ceremonies were held in Katherine, Darwin, Alice Springs, Tennant Creek, Nhulunbuy, Galiwin'ku, Groote Eylandt and Gove, throughout September.
Ms Clifford is a previous winner of the award and has been called Katherine's super-mum after raising five children of her own.
The Katherine award winners are:
Outstanding Contribution by a Foster Carer - Julie Clifford
Outstanding Contribution by a Kinship Carer - Simone Armstrong and Ethan Hamilton
Outstanding Contribution by a Department of Territory Families, Housing and Communities staff member staff member - Leah Leaman
Outstanding Contribution by a Sibling - Name withheld for privacy reasons.
Young Person Achievement Award - Name withheld for privacy reasons.

Outstanding Contribution by a Foster Carer - Sam Cameron and Darrin Whatley
Outstanding Contribution by a Kinship Carer - Sonya Alfonso and Kevin Haines
Outstanding Contribution by a Territory Families staff member - Ajeesh Sebastian
Outstanding Contribution by an NGO staff member - Pirini King
Outstanding Contribution by a Sibling - Name withheld for privacy reasons.
Young Person Achievement Award - Name withheld for privacy reasons.
For the first time in the event's nine year history, an additional category was included to acknowledge staff members from NGOs who play a vital role in supporting foster and kinship carers.
Almost 90 per cent of children and young people who are currently in care are Aboriginal.
Territory Families and Urban Housing Minister Kate Worden said: "When you invest in children, you invest in the future of the Territory.
"We will always support and recognise the important role that foster and kinship carers play in our community and their dedication to supporting children who are most in need of a caring home.
"Thank you to all our foster and kinship carers throughout the Territory, your work in supporting vulnerable children is incredibly important in our community."
