Mr Abbott, who is also an Industry Advisor for the Industry Capability Network NT, came to Katherine with his family in 2017 and decided to make Katherine home.
He said if elected, he would aim to make Katherine a place that people choose to stay long term, like he did.
"My vision for Katherine is simply "Destination Katherine"; a place people come to not just as tourists, but long-term locals," Mr Abbott said.
"For this to happen we need a greater focus on the liveability of Katherine - for our youth and our elderly, and all of us in between. Seeking to keep our children in town and they becoming the future, and attracting new people, families, to town to drive prosperity as they contribute in all aspects of the community.
More on Katherine council election:
"My contribution will be to build on this foundation in driving the future vision of Katherine, ensuring the vast opportunities that exist are achieved over the next term, with a strategic plan for the next five to 10 years."
Mr Abbott's strengths include his strong business understanding and previous experience with a regional council.
"I will bring a broad understanding of business concepts including financial management and strategic planning," he said.
"My focus will be on good governance and financial management [and] development of a long-term strategic plan covering the next five, 10, and 15 years including providing input into the Katherine Regional Reconstruction Committee, developed with the input from the community to include overall liveability of Katherine."
He said he would also get involved in working groups to tackle issues in Katherine including "crime, housing, education, and other issues as they become apparent."
