There also was a single death reported and brings the toll from the current outbreak to 21.
The 733 new cases were all locally acquired and means there are now 7160 active cases in the state.
There were 56,520 test results received and 41,029 vaccines administered on Thursday.
This dip in cases follows on from the new daily record of 766 cases reported in a 24-hour period.
A man who attended the anti-lockdown protest in Melbourne's CBD on Wednesday, which descended on the Shrine of Remembrance, is being treated in hospital for COVID-19.
"Public health investigations are underway," a department spokesman said.
"We are urging protesters to get tested should they experience COVID-like symptoms, no matter how mild."
