Peter McDougall is a regular at council meetings and said he had decided to throw his hat into the ring for the August poll.
Two vacancies have been created from the retirement of Aldermen Phillips and Higgins, and most of the other aldermen have indicated they will re-nominate – it is apparent an election will be called in August.
Nominations close next Thursday.
No-one has yet come forward to say they would challenge Fay Miller for the mayoralship.
“I’m running for the council because I want to help my home of Katherine,” Mr McDougall said.
“I have lived in Katherine for 14 years and I have both primary and secondary education here in Katherine.
“I want to try and create better communication with RAAF Base Tindal and the council.
“I want to do something about the countless crimes that plagues the homes of Katherine and I'll try to get more business to come to Katherine Terrace.
“I maybe young but I have a whole lot of heart to help others and a passion for politics,” he said.
