It is the fourth consecutive year Oliver has emerged as the number one choice for boys, while Olivia edged ahead of the previously most-popular Charlotte for girls.
Matilda was the 10th most popular and the only new entrant for girls in 2018, coinciding with the 30th anniversary of Roald Dahl's book of the same name.
Attorney-General Jill Hennessy said what drives the popularity of a name is a "glorious mystery", as she announced the top 10 at the Royal Women's Hospital in Melbourne on Thursday.
"Babies' names, they provide a really fascinating insight into the cultural history that's occurring," she told reporters.
"For the first time ever, for example, the name Matilda has made it into the top 10.
"Whether that's because parents simply love that name or it's a product of the wonderful book, film and now musical of Matilda, I simply don't know."
Jack and William were the second and third most popular boys names.
A total of 436 Williams were born in Victoria last year, which Ms Hennessy said could in part be due to the influence of the royal family.
"I wonder if we are going to see Harry and Meghan make an entry into the top couple of names in years to come," she added.
Elizabeth Bonner, whose five-month-old baby William was showered with affection from Ms Hennessy, said it was her grandfather and not the Duke of Cambridge who inspired the name.
"We did have a little joke when he came out with his red hair that perhaps we should have called him Harry, but we stuck with William," she told reporters.
Leo, Henry and Charlie are the only new entrants for boys names.
