The blaze engulfed the Daisy Angus Centre, at the intersection of Lindsay and Third streets, at about 5pm yesterday.
Duty Superintendent Louise Jorgensen said a witness saw three youths and a female running away from the building shortly before the fire started.
The heritage-listed structure was extensively damaged before the fire was contained.
Police established a crime scene and an exclusion zone set up around the property because of the hazardous nature of the material and smoke, which is believed to contain asbestos.
It is believed that no persons were in the premises at the time of the fire.
