Council is expected to abandon its traditional method of sharing the deputy's position for six months each during their council term.
In a report to be considered by council at its monthly meeting on Tuesday night, chief executive Ian Bodill said Mayor Fay Miller had asked for the change to "relieve her of some of the pressures".
No further explanation was offered for the proposed change.
Only aldermen Matt Hurley and John Zelley have not already had the opportunity to take up the role, which was previously scheduled to happen over the next year.

The next council elections are to be held late next year.
If more than one nomination is received and seconded for the role, a secret ballot would be held, Mr Bodill said.
If there was a tie, the Mayor would be able to use a casting vote.
