The competition was held at the Katherine Club as part of the opening day of NAIDOC events in the town.
Mr Booker was crowned champion after he beat Justin Mota in the grand final.
Two time defending champion Willy Cossack was beaten by Mr Mota in the early rounds.
Mr Cossack had won the big prize in 2018 and 2019.
Nathan Rosas finished in the final podium position after he beat Reggie Ryan in the third place play-off.
Mr Booker walked away with the Norm Rosas shield, a Woolworths voucher and a meat tray for his efforts as champion.
The competition was named after Norm Rosas Sr. who was a player on the Katherine 8-Ball circuit.
Competition host and Norm's son Marcus Rosas said his dad loved playing the game.
"He was a fellow who loved his 8-Ball," he said.
Mr Rosas said the event was a success, he thanked the Katherine NAIDOC committee and the Katherine Club for helping put it together.
A steady stream of players and teams came through the door throughout Sunday to take part.
The 8-Ball tournament was part of ongoing celebrations for NAIDOC week.
NAIDOC week started in Katherine on Sunday with an opening ceremony.
Events continue today with a sports day at Kalano community, before a march in the town CBD on Friday and the closing ceremony on Sunday.
The event is the latest in a string of sports carnivals recognising NAIDOC week after the Nitmiluk cricket cup two weekends ago.
The NAIDOC theme for 2020 is Always Was, Always Will Be.
The week was postponed until November due to the COVID-19 pandemic.
