The supermarket giant on Friday reinstated a limit of two toilet paper packs per customer in Katherine and Greater Darwin in-store and online.
There is "plenty of stock" available and customers have been asked to be "mindful" of others.
The limits were a precautionary move following the Northern Territory Government's announcement of a 72-hour lockdown in Katherine and a lockout in Greater Darwin.

The limits aim to ensure more customers have fair access to toilet paper.
"We understand this is an anxious time for residents in Greater Darwin and Katherine, but we will remain open as an essential service," Woolworths Group Manager Scott Mackay said.
"We have plenty of stock in our supply chain, and our team will be hard at work making sure it flows into our stores in large volumes.
"We encourage customers to be mindful of others in the community and to continue shopping as they usually would."
Woolworths would also be deploying health ambassadors as part of its COVIDsafe plans and conducting additional monitoring of social distancing.
Health ambassadors would be positioned at the front of stores to help customers with QR code check-in, cleaning baskets and trolleys, refilling hand sanitiser and monitoring customer limits.

In line with Northern Territory Government directives, all customers and team members are expected to wear face masks in Woolworths stores. Health ambassadors will remind customers of this requirement.
"As always, we ask our customers to follow social distancing and hygiene measures while shopping in our stores," Mr Mackay said.
"Please treat our team, and each other, with respect as we work through this together."
