At the Katherine Town Council's regular monthly meeting on Tuesday night, Toni Tapp Coutts called the proposed move "divisive" and said she would be submitting an application.
"The maps show 500 people from Florina Road, Binjari and Rockhole will now be moved to Arnhem Land and we will have two elected members," she said.
"It is very divisive to take a chunk out and move them to Arnhem."
Voters have the chance to object the proposed NT electoral boundaries changes, and have until June 14 to do it.
"It is just crazy that some people living smack bang in the Katherine community will have to vote for Arnhem," she said.
Katherine MLA Sandra Nelson indicated she would not be re-contesting the 2020 election earlier this year, while Arnhem is held by Selena Uibo.
At the close of electoral rolls for the recent Federal Election it was revealed Katherine had 6135 voters, 624 too many as determined by the Australian Electoral Commission for a single representative to the NT Parliament.
The swelling electorate adds weight to calls for a second government MP to represent at least part of Katherine.
And Katherine voters may have to elect two members of parliament at the 2020 NT election.
Objections must be made, in writing, to the Redistribution Committee by Friday, June 14.
