A resident has told Katherine Times new lights which have been photographed being tested "are like low hanging fruit".
"They are too low, we are going to up for a lot of money in new bulbs," the resident, who did not wanted to be named, said.
The new town square is in the final weeks of construction and is to feature a kiosk and a large screen.
Katherine Town Council opted to spend all its $3.5 million left from the $5 million provided by the NT Government to "revitalise" the town's CBD.
The development has been closely watched by residents despite the screened off fences.
Another resident today said she feared the town square would become a target like the new turtle playground at the hot springs.
Council workers say they need to clean graffiti off the almost $500,000 structure on a weekly basis.
There are already fears the new town square will also rack up big damage bills.
